In close partnership with 211 Metro Chicago, the Alliance to End Homelessness in Suburban Cook County is helping people find stable housing — and working hard to end homelessness across suburban Cook County.

What is your agency’s mission and whom do you serve?

The Alliance to End Homelessness in Suburban Cook County is dedicated to ending homelessness across suburban Cook County. We serve as the backbone organization for the Cook County Continuum of Care (CoC), a network of more than 40 member organizations working together across 130 suburbs and 570 square miles.

Our mission is to end homelessness through cross-sector collaboration, data-driven decision-making, and the removal of barriers to housing. We lead the Coordinated Entry System, which standardizes access to shelter, housing, and supportive services, ensuring that people experiencing homelessness or at imminent risk are connected to the most appropriate intervention based on their needs.

We also manage the Homeless Management Information System (HMIS), which provides the shared data infrastructure that allows partner organizations to coordinate services, track outcomes, and make informed decisions. While our member organizations provide direct services, the Alliance provides the strategy, data, advocacy, and system coordination that make those services more effective. Our goal is for homelessness to be a brief, one-time experience for everyone we serve.

What are some current challenges that the Alliance to End Homelessness faces?

One of the most significant challenges we face is the growing gap between the need for homelessness prevention and housing services and the resources available to meet that need. Federal funding for homelessness services is increasingly uncertain and more restricted, while housing instability continues to affect individuals and families throughout suburban Cook County.

Homelessness in the suburbs is often invisible, making it difficult for communities to fully understand the scope of the issue. Many of the people we serve are families with children, youth, and individuals experiencing a housing crisis who may not fit common perceptions of homelessness. At the same time, shelters frequently have waitlists, increasing the importance of prevention and diversion efforts that help people avoid entering homelessness whenever possible.

As the backbone organization for the Cook County Continuum of Care, our ability to support the entire homelessness response system depends on maintaining strong infrastructure, coordinated data systems, and cross-sector partnerships. Closing the gap between government funding and the true cost of operating this work remains a critical challenge as we strive to ensure that every person experiencing or at risk of homelessness can quickly access the resources they need.

What are some recent successes at the Alliance to End Homelessness?

A recent success for the Alliance has been the opportunity to work with Evolve Consulting to strengthen our organizational capacity. Through this engagement, we have made significant progress on an Organizational Strategic Plan and Fundraising Strategy.

This work has helped clarify our priorities and create a roadmap for growing private revenue and philanthropic investment. As federal funding becomes increasingly uncertain, these efforts are helping position the Alliance for long-term sustainability and greater impact in our mission to end homelessness in suburban Cook County.
